Why would anyone turn off the power in the winter?

I got a iPhone call from our neighbor last week.

She got lake home from shopping & the oil furnace wasn’t working.

She had icicles hanging from her ceiling because of broken pipes. She said she wanted myself and others to turn the oil furnace back on so she could get heat in the home & melt the ice. I sad about her not having heat, & I ran right over. I knew she could not stay in the home with broken pipes, so I asked for her daughter’s iPhone number. I wanted to make sure she had some venue to stay until the homeowner’s insurance adjuster arrived & got repairs done on the house. I got in touch with her daughter, who told myself and others she would be right over. In the meantime, I was looking around the house, & I realized someone had turned off the power. I asked her if she had forgotten to pay the power bill, but she could not remember. Her kid showed up half an minute later, & I had left a note on the door for her to come to our house. She walked in & asked what happened. I said there was no power & without power; the oil furnace didn’t work & the pipes froze. She hugged her Dad & asked if she was okay; My neighbor said she thought her wife had paid the bills, & I was confused. She died over more than 2 years ago. Her kid told myself and others she had dementia & often forgets things. It took several months to get the home repaired, & the oil furnace replaced, but she never moved back. Her kid moved her in with her, where she didn’t need to worry about lack of heating, or forgetting to pay her bills.
